In meeting the needs of our customers, Colorado Springs Utilities discovered the majority of our customers would rather have underground power lines instead of the highly visible overhead lines. It has been our policy to underground all new subdivision distribution lines of 30 kilovolts and lower since 1970. This policy has led to more than 68 percent of all power lines in Colorado Springs Utilities service territory being placed underground compared to an industry average of 25 percent. As a result of the Underground Policy Advisory Committee study, Colorado Springs Utilities has adopted a policy allowing customers to apply for matching funds for the burial of overhead lines on their property.
