Colorado Legislation of 2007

Springs Utilities is actively involved in state-level discussions about increasing the renewable energy standards set in Amendment 37 in 2004. We are committed to supporting legislation that carefully balances the need for reliable power at reasonable cost, while minimizing environmental impacts. 

Colorado Amendment 37 of 2004

Also known as the Renewable Portfolio Strategy, or RPS, Amendment 37 was the first ever voter-initiated act of its kind. While municipal utilities have several compliance options under this standard, Springs Utilities has opted to adopt many of the provisions through a process known as self certification. We are committed to following the overall guidelines of the Renewable Energy Standard:

  • Three percent of retail sales will come from renewable sources in 2007
  • Six percent of retail sales will come from renewable sources by 2011
  • Ten percent of retail sales will come from renewable sources by 2015

Energy Policy Act of 1992

As a customer-member of the Western Area Power Administration, we are required to submit a revised EIRP every five years.
