	Chairman Lionel Rivera The first Hispanic to be elected mayor of the City of Colorado Springs, Lionel Rivera was first elected to an at-large seat in April 1997 and re-elected again in April 1999. In April 2001 he was elected by his City Council colleagues to serve as vice mayor for a two year term. He was the first Hispanic vice mayor in the history of Colorado Springs. In 2003, he was elected mayor. Rivera holds a bachelor’s degree in microbiology from Texas Tech University and a master’s degree in business administration from Jacksonville State University. He is a vice president with UBS PaineWebber. Originally from El Paso, Texas, Rivera came to Colorado Springs in 1984 as an Army Captain at Fort Carson. He has served on many community boards including being a founder and past president of the Colorado Springs Hispanic Chamber of Commerce, serving on the Colorado Springs Greater Chamber of Commerce Board and United Way Board of Trustees and Executive Committee and a co-chair of The Springs Community Action Plan. He is also a mentor in the Big Brothers - Big Sisters school based mentoring program and previously was a Big Brother for a one to one match.
	Vice Chairman Larry Small Larry Small was first elected to serve the last two years of the vacated District 2 council seat in 1991 and then was elected to an at-large council seat in April 2003. Small was re-elected in April 2007. He was elected Vice Mayor in April 2005. He was elected to the Colorado Municipal League Executive Board at the CML annual conference in June 2006. Small holds a bachelor's degree in electrical engineering/math from West Virginia Institute of Technology in Montgomery, W. Va. He is the retired director of Turkish Operations, Lockheed Martin Corporation and has 37 years experience contracting with NASA and the Department of Defense. Small is currently serving as president of the Colorado Springs Downtown Lions Club and on the board of directors of Easter Seals Southern Colorado serving as chairman of the Programs Committee.
	Tom Gallagher Tom Gallagher was elected to an at-large council seat in April 2003 and re-elected in April 2007. Gallagher has multiple associate’s degrees and professional certifications. He is a land surveyor. Gallagher is involved in School District 11’s Westside Redevelopment Task Force on both the finance and student achievement subcommittees and is president of the Organization of Westside Neighbors. He previously served on the Springs Community Improvements Program (SCIP) 99 & 01 Public Safety subcommittee and is a graduate of the Inaugural Class of the Colorado Springs Citizens Academy and a regular participant in the El Pomar Foundation’s Forum for Civic Advancement programs.
	Darryl Glenn Darryl Glenn was appointed in June 2003 to represent District 2. Glenn holds a bachelor of science degree from the United States Air Force Academy and an MBA from Western New England College. He also holds a juris doctorate degree from the New England School of Law. He is the founder and president of the Glenn Law Firm. Glenn is a member of the American, Colorado and El Paso County Bar Associations; the Greater Colorado Springs Chamber of Commerce; and the United States Air Force Academy Association of Graduates – Rampart Chapter. He is also a major in the United States Air Force Reserves.
	Jerry Heimlicher Jerry Heimlicher was elected in April 2003 to represent District 3, the southwest quadrant of Colorado Springs. Heimlicher attended the University of Tennessee. He is the retired chief executive officer and senior executive of Fairlane Ford Credit LLC. Heimlicher’s career spanned just over 38 years. Heimlicher is active in civic, community and nonprofit organizations. He is a board member of the Juvenile Diabetes Association, on the board and a member of the executive committee of the Pikes Peak Community College Foundation Board. In addition, he served as vice chairman of the Greater Colorado Springs Economic Development Corporation in 2001 and was chairman of the board in 2002. He is the chairman of the Greater Pikes Peak Chamber of Commerce Air Service Task Force and is a board member of America’s Family and State of Colorado Community College and Occupational Education.
	Scott Hente Scott Hente was elected in April 2003 to represent District 1, the northwest quadrant of Colorado Springs. Hente holds a bachelor's degree from the United States Air Force Academy and a master's from the University of Nebraska – Lincoln. He is the senior vice president and co-owner of Robert-Scott Enterprises Inc., specializing in multifamily community development as well as custom home construction. He is also co-owner of Infinity Construction and Development Inc. and a co-owner and board member of Infinity Funding Group Inc. He previously served as a career Air Force officer. Hente is a member of the Housing and Building Association. He previously served on the Development Review Process Committee and the Class A Roof Task Force Committee.
	Jan Martin Jan Martin was elected to an at-large position in April 2007. Martin earned a Bachelor of Arts degree in Education from the University of Northern Colorado and an MBA in Finance from Regis University. She is the owner of Martin Business Group, Inc. which specializes in information systems and business training for local organizations. She is also a part-time instructor for the online MBA program at the University of Phoenix. Prior to serving on Council, Martin served on numerous local boards and commissions. She was President of the Ronald McDonald House Charities Board, Vice President of the Colorado Springs Pioneers Museum Foundation, and served on the boards of Citizen Project and the Downtown Partnership. In addition, she was a member of the City’s Charter Review Committee and El Paso County’s Citizen Outreach Group.
	Randy Purvis Randy Purvis was elected to an at-large position in April 1987 and was re-elected to a second term in April 1991 and to a third term in April 1995. After sitting out due to term limitations, in April 2003, Purvis was again elected to an at-large position. He was re-elected in 2007. Born in New Jersey and raised in Ohio, Purvis holds a bachelor's degree from The Ohio State University and holds a juris doctorate degree from the Georgetown University Law Center. He is an attorney in a private law practice in Colorado Springs. Purvis has previously been on the Memorial Hospital Board of Trustrees and the First Presbyterian Church of Colorado Springs' Board of Elders.
	Margaret Radford Margaret Radford was elected in April 2001 to represent District 4, the southeast quadrant of Colorado Springs. She was re-elected to serve a four-year term in April 2005. A native of Iowa, Radford earned a bachelor's degree in Journalism and Mass Communications from Iowa State University. She moved to Colorado Springs in 1988 to work at the Gazette Telegraph, where she participated in a team effort that earned the Pulitzer Prize in Journalism in 1990. Radford is a communications specialist at the El Paso County Department of Health and Environment. She also contributes regularly to local, national and international magazines and books. In community service, Radford formerly served as Vice President of the Council of Neighbors and Organizations and currently serves on the School District 11 Mill Levy Oversight Committee.
