Fee DeferralsUtility Related Improvements We can offer fee deferral arrangements with selected commercial and industrial customers for utility-related improvements. Utility-related improvements are limited to those capital investments that increase the efficiency of consumption, increase electric supply through distributed production of electricity, or provide an enhanced level of service. Certain affordable housing projects may also qualify. Additional details are included in our Utilities Rules and Regulations tariff. Water and Wastewater Development Charges Primary employers who are enlarging their facilities or building new facilities within the City limits may be eligible for deferral of the water and wastewater development charges. Upon approval from the Greater Colorado Springs Economic Development Corporation and the City of Colorado Springs Office of Economic Development, a company is qualified to pay the development charges on a five-year payment schedule. Oversize Reimbursements and Recovery AgreementsUnder limited circumstances, developers or property owners may be eligible to have a portion of their costs to install water and wastewater infrastructure reimbursed. Generally speaking, this is when they are meeting one of three requirements: - When the property owner/developer installs water mains larger than 12 inches in diameter and the mains are larger than required for their planned development then the developer may be eligible for an oversize reimbursement.
- When the property owner/developer installs a pressure reducing valve, the cost for the materials installed a vault is eligible for reimbursement.
- When the property owner/developer installs mains past another property which will relieve the other property owner of all or a portion of their responsibility to install a main, then the developer may be eligible to file a Recovery Agreement.
