The Colorado Springs Utilities Procurement and Contract Services (PCS) has switched to a new E-Purchasing system. The PCS Office provides our customers with required procurement and contracts services in a timely, reliable and useful manner. These services follow the strategic and operational planning needs of all departments, as well as in accordance with accepted public procurement and contracts practices. The PCS Office will pursue procurements that achieve a balance of interest and offer the "best value" by developing solicitation evaluation criteria that measure factors beyond initial acquisition price. The PCS Office actively encourages small businesses - especially minority and women owned firms - to participate in the company's procurement process.
