Budget Billing allows residential customers to pay the same amount on your utilities bill each month, which helps alleviate the effects of fluctuating energy prices by spreading costs evenly throughout the year. It's particularly helpful if you are on a fixed income. If you have lived at your current residence for more than one year, you are qualified to participate.

How is your amount calculated?
A monthly amount equal to an average of the prior year's billing history for each utility service is rounded to the next dollar. Each of the utility services calculated is added together to reflect the total monthly Budget Billing amount. If there is an insufficient number of billings (less than nine) for any service, an estimated amount will be determined based on the information available at the premise.

Adjustments
The monthly Budget Billing amount may be adjusted due to changes in rates, consumption patterns or service.

Annual recalculation
At the end of each 360-day period, the monthly Budget Billing amount will be recalculated to reflect the prior year's billing history. A monthly amount equal to one-twelfth (1/12) of the actual balance on the utility services will be calculated into the new monthly amount. This could result in a higher or lower monthly Budget Billing amount.

To participate in the Budget Billing plan, it is essential that meter reading are obtained each month.

Removal from the plan
You will continue on the Budget Billing plan until we are notified that you wish to return to the regular billing process. You may also be removed from the plan for the reasons listed below:

  • Your account is continually billed on estimates for 12 months,
  • You fail to pay the budget payment each month by the due date, or
  • You request to terminate utility services at a premise.

Whether you elect to be removed or we remove you from the Budget Billing plan, your total account balance will be due and payable. If your account has any past due amounts, normal collection procedures will apply.

Electronic Funds Transfer (EFT)
EFT is another program customers can use to help with payments. With EFT, payments are made automatically every month from a customer's bank account. When combined with Budget Billing, EFT allows customers to plan ahead for expenses and better manage finances. Call 448-4800 to set up an automatic monthly payment for your account, or complete the application form and return it to the address shown on the form.
