Temporary water service is available by permit for development and construction-related activities, health and safety purposes or other approved uses, as determined by Colorado Springs Utilities, in accordance with City ordinances, resolutions and City Council policies.

All temporary water service connections shall be protected from backflow by the installation of an approved reduced pressure backflow prevention assembly pursuant to Chapter 12, Article 4, Part 12 of the Code of the City of Colorado Springs 2001, as amended. The use of a hydrant and meter is illegal if the assembly is discharging from the relief valve (see rules and regulations). The assembly shall be oriented in a horizontal position with the relief valve directed toward the ground (see hydrant schematics). High pressure zones (>120 psi) require the use of a pressure regulating valve to prevent damage to the backflow assembly.

Pursuant to City Code, all backflow prevention assemblies must be tested annually by a certified cross-connection control technician. View our list of approved testers or call 719-668-4388 for more information.

The applicant shall follow the Temporary Water Service Permit (Fire Hydrant Use) Rules and Regulations. All temporary water service connections shall be permitted pursuant to Colorado Springs Utilities' water rates.

For additional information and permit application please contact Contract Administration at 719-668-8111. When making application for temporary water service, it is helpful if to have the following information available:

  • Hydrant number (and the numbers of two or three alternate hydrants)
  • Location of hydrant with nearest street intersection
  • Duration of activity or job
  • Purpose for temporary water service
  • Diameter of hose and, if applicable, size of tanker truck
