Who is responsible for maintaining the water and wastewater service lines?
As is common in the water and wastewater industry, maintenance and repair of the water and wastewater service lines is the responsibility of the property owner. For water, the service line begins at the curbstop at property line, also called a stopbox, and ends at the home. Wastewater responsibility is from the tap in the main and goes to the home. Any lines inside the home are the responsibility of the property owner. Specific responsibilities are defined in the City Codes of Colorado Springs.
 
Does Colorado Springs Utilities offer any type of warranty or insurance-related program for water and wastewater service lines?
No. Colorado Springs Utilities did offer warranty products for water and wastewater service lines, as well as wastewater back-up insurance, as optional services that our customers could purchase from Colorado Springs Utilities. These offerings were exited by Colorado Springs Utilities in 2007 due to the need to focus limited resources on core service offerings.
 
Where can I buy a warranty or insurance-related program similar to the ones Colorado Springs Utilities use to offer?
Similar products may be available through homeowner’s insurance. Customers can contact the Colorado State Department of Insurance. The website contains consumer information on health, life, auto, homeowners and other types of insurance. In addition to homeowner’s insurance, there are various companies that offer similar programs. The best way to find this is by conducting an Internet search using key words such as service line protection or service line warranty, water line warranty.
 
Does Colorado Springs Utilities recommend a service line protection program or insurance program?
As a municipal entity, Colorado Springs Utilities does not endorse or recommend products from one business over another. We do, however, recommend that customers become educated on such product offerings from various companies, including insurance companies. We also recommend that customers pay close attention to what is included and excluded, as details in product coverage varies. Finally, we encourage customers to consider whether the company they are considering is in good standing with the Better Business Bureau, whether they use insured and licensed contractors and how long they have been in business.
