Electric and natural gas fuel rate changes

On June 24, City Council approved changes to four different fuel-related rates. 

The new rates are effective July 1, 2025.

Summer and fall fuel rates

As a nonprofit, community-owned utility, Springs Utilities passes fuel costs - up or down - directly to customers four times a year (typically January, April, July, and October) through electric and natural gas fuel rates, called cost adjustments

We also adjust electric and gas capacity charges annually (called the ECC and GCC). These charges cover the charges related to transporting natural gas through pipelines to our community and gas storage costs, as well as payments made for the delivery of purchased hydropower. 

Natural gas prices are expected to increase this fall, when we may see periods of lower supply  and higher demand. 

As a result, City Council approved an increase in the natural gas cost adjustment (GCA) and a decrease to the electric cost adjustment (ECA). The result is a minor change to the overall bill, with the goal of preventing a larger rate increase this fall, when fuel costs are expected to rise. 

The total bill impact for the average residential customer bill is $0.25. Individual customer bill impacts vary depending on weather, household use and home efficiency.  

  • Looking ahead, the proposed increase more closely reflects the expected future market costs. We will continually seek opportunities to capture lower prices as the market shifts. 

  • To protect customers from market changes, Springs Utilities buys natural gas at lower rates when demand isn’t as high and we carry this inventory in storage. We use other long-range tools to lock in a portion of the supply at lower prices.   

The last fuel rate increase was in April 2025. Our natural gas rates remain competitive compared to utility providers along the Front Range. Compared to other Front Range utilities, our four-service total bill is about 7% lower than average. 

Bill impact

The estimated monthly impact on a typical customer four-service bill would be as follows: 

(ECA, GCA, GCC, ECC changes) 
•    Residential bill increase of $0.25 or 0.1%
•    Commercial bill increase of $31.23 or 1.7%
•    Industrial decrease of $543.68 or 1.1%
