Building Performance Colorado

Building Performance Colorado is a statewide benchmarking and reporting program administered by the Colorado Energy Office. The program is designed to improve energy efficiency and reduce emissions across Colorado’s building sector.

Building owner requirements

Under Colorado law, owners of large commercial, multifamily and public buildings that are 50,000 square feet or larger are required to annually benchmark and report whole-building energy use data.

State-required reporting

Building owners with buildings 50,000 square feet or larger who are subject to HB21-1286 must submit an annual report to the Colorado Energy Office. Reports must include:

  • A full 12 months of whole-building energy use data for the previous calendar year
  • Basic building and property use information
  • Energy usage by fuel type, including electricity, natural gas, district steam, district hot and chilled water and on-site renewable generation (e.g., solar or wind)

To comply, owners must have received a Compliance Notice from the Colorado Energy Office that includes a Colorado State Building ID.

Non–state-required reporting

This option is best for building owners who:

  • Have not received a Compliance Notice from the Colorado Energy Office
  • Do not have a Colorado State Building ID
  • Are participating in non‑Building Performance Colorado programs, such as federal programs, HUD, Fannie Mae, Green MIP, Low-Income Housing Tax Credit (LIHTC), or LEED Certification

These customers must use the Whole Building Aggregate Request Form for Non-State-Required Requests.

Automatic data upload via My Business Usage

Some building owners are eligible to automatically upload usage data to ENERGY STAR® Portfolio Manager® using our My Business Usage platform. To qualify:

The owner must be the primary Colorado Springs Utilities customer and have all utility services in their name.
The building owner is responsible for verifying the accuracy of all uploaded data.

To protect customer information, automatic data uploads are not available if the requestor is not the primary customer. The My Business Usage platform does not support multi-tenant properties or third-party data requests.
