Building the future

We are working to maintain and  improve critical infrastructure to meet state regulations and ensure our city is prepared to meet future demands.

In November 2024, City Council approved the 2025 budget and five-year rate case. The five-year rate case is a new, longer-term plan to build and maintain critical utilities infrastructure in Colorado Springs.

Through these important projects, we are building the future together.

Energy & fiber projects

We're planning to add 400 megawatts of reliable, cleaner and cost-effective energy generation and storage at a site near the Colorado Springs Airport.

Projected cost: $600 million

Our new fiber network will improve utility operations, better serving our customers and community. Once complete, Colorado Springs will be among the best-connected cities, offering high-speed internet to every home and business.

Kelker Substation 1920px

The Kelker Substation Expansion Project almost doubles the substation's size to accommodate growing energy demands in southeast Colorado Springs.

Kelker South Thumb 1920The Kelker-South Plant Transmission line project involves constructing a large overhead transmission line to connect two of our existing substations. This project will improve system reliability and help meet growing demand.

There is a need to build new facilities to meet increased demand.

Projected cost: $29 million

Improvements to natural gas infrastructure to our south plant natural gas units and improve resiliency to Fort Carson.

This project would also supply natural gas to the proposed Horizon Utility Campus.
 

Projected cost: $59 million

Replacement of gas infrastructure components to improve safety & reliability. 

Gas main steel renewals: replacement of gas mains with modern coated steel piping. | $28 million

Coated steel renewals: program to replace high risk segments of coated steel pipe. | $19 million

Vintage plastic renewals: program to replace high-risk vintage pipe segments, fittings and valves. | $5 million 

Total projected cost: $52 million 

Install gas main extensions, new meters, instruments, parts, and service stubs to new residential and commercial customers.

Projected cost: $35 million 

Install underground distribution to new residential customers.

Projected cost: $29 million

Water & wastewater projects

The Eastern Wastewater System Expansion will provide the critical “backbone” of infrastructure needed to serve our city’s rapidly growing east side. Phase I of the project, estimated at $396 million, is slated to begin in 2026 and last through 2030.

Upper and lower crosstown interceptor's projected cost: $147 million

New lift stations and force mains' projected cost: $141 million

Milton Proby interceptor projected cost: $69 million

Raised Dam2This proposed project would expand the Montgomery Reservoir, located near Breckenridge. This would increase our total water storage capacity for our growing city.

The proposed Northern Monument Creek Interceptor would consolidate separate wastewater systems into a centralized pipeline, saving money, maintaining reliability and ensuring environmental responsibility.

Phases 2 and 3 of this project include new filtration, ozone, sodium hypochlorite and total organic removal facilities.

A multi-year project to replace 14 miles of pipeline.

Star Ranch Pump Station Rendering South View 1920 pxThe new Star Ranch Pump Station will replace the Lower Skyway Pump Station, which was built nearly 80 years ago. When complete, it will increase the reliability of our water supply for fire protection, improve water quality and reduce the risk of water outages.
