Establishment permits

Apply for watering flexibility to establish new lawns and landscapes.

What is an establishment permit?

An establishment permit provides guidelines to ensure you are successful when establishing new grass and landscape plants. It allows you to water more frequently than three days a week and to water during the day when overhead sprinklers are normally not allowed. The permit is valid for four to six weeks.

You do not need a permit if you plan to water with drip irrigation, watering cans or hose with a shut-off nozzle.

Four steps to establish healthy lawns and plants

STEP 1: Check the Rules. Read the establishment permit overview.

STEP 2: Prepare the Soil. For new lawns with sod or non-native grass seed you’ll need to amend the soil. A proof of soil preparation is required.

STEP 3: Obtain a free establishment permit. Submit a copy of receipts with your application showing proof of the grass mix or species.

STEP 4: Lay the Sod and Water. Proper care during the establishment phase is crucial for long-term health and beauty of your new landscape.
