Natural Gas Integrity Federal Compliance Charge

We are proposing a Natural Gas Integrity Federal Compliance Charge bill rider to fund required safety upgrades to our natural gas system.

A bill rider is a utility charge, not included in standard base rates, that allows us to recover the costs of specific programs or projects. Unlike base rates, bill riders are temporary. 

Why a bill rider is being proposed

In late 2024, we received notice from federal regulators to accelerate the replacement of bare steel gas lines. We reached an agreement with regulators to complete the replacement of bare steel in 10 years. These upgrades protect the Colorado Springs community and ensure safe, reliable natural gas service for 200,000 customers.

Estimated bill impacts

If approved by City Council, the proposed bill rider would be: 

  • +$8.54 per month (a 17% increase) to the residential natural gas bill. This is a 2.9% increase to the total four‑service utility bill.

  • +$18 per month to the commercial and industrial gas bill.

This work is expected to cost $90 million from 2026 to 2029. We must continue to invest in our natural gas system, and it's our goal to eventually pay for these upgrades using base rates. The bill rider will be evaluated each year, with the goal of eventually funding these gas system upgrades through base rates.

About the accelerated work

As part of our commitment to safety, it's important to assess and replace natural gas mains and service lines that are bare steel. Bare steel can rust and corrode, which can lead to leaks.

This charge will help fund the replacement of about 39 miles of infrastructure annually.

While our crews complete this work, some customers might experience temporary interruptions to their natural gas service or experience construction impacts near their home or business. We will notify customers before we begin work in their area.
