We are replacing the 109-year-old Penrose Reservoir with two large water storage tanks to maintain safe, reliable water service while reducing long-term costs.
After landslides damaged nearby pipelines in 2015 and an outlet at the dam malfunctioned in 2023, the dam has reached the end of its useful life. Since 2023, we have operated temporary above-ground pipelines to continue delivering water in the area, which is not a sustainable long-term solution.
Together, the tanks will hold a total of 17.6 million gallons of water safely. The two tanks will be painted oregano green and will be built in the existing footprint of the Penrose Reservoir.
We also plan to improve drainage and landscaping in the area by building a new stormwater detention pond[tooltip text="Approximately 112 feet by 74 feet in size"] and planting trees, shrubs and grass to help hide the tanks from view and blend into their surroundings.

Project timeline
• Aug. 10, 2026: Community members are invited to a public meeting to learn more about the project.
• October 2026: Preparation work begins at the construction site.
• Fall 2026: Construction begins.
• December 2028: Construction is completed and testing of water tanks begins.
• Spring 2029: Landscaping work is finished and the project is completed.
