Wastewater project

Northern Monument Creek Interceptor Project

We are awaiting approval to build the Northern Monument Creek Interceptor Project, a gravity-flow wastewater pipeline that will create efficiencies in wastewater service and operations for three partner organizations.

If approved, the pipeline will carry wastewater for Colorado Springs Utilities, Triview Metropolitan District and Forest Lakes Metropolitan District.

The providers would share the cost of construction of the pipeline based on projected average daily flows for each participant.

The 8.6-mile, 30-inch wide pipeline would begin at the southern edge of the U.S. Air Force Academy property and extend to the Upper Monument Creek Wastewater Treatment Plant.

Project benefits

This project would reduce operations and maintenance costs while ensuring wastewater service remains reliable for our customers. This would be achieved by:

Using existing capacity at our J.D. Phillips Water Resource Recovery Facility and Las Vegas Street Water Resource Recovery Facility to treat wastewater flows from the partner organizations.

• Allowing us to retire the aging Middle Tributary Lift Station, located north of I-25 and Interquest Parkway.

Reducing strain on our Kettle Creek Lift Station.

Project timeline

February-April 2026: Intergovernmental agreement and wastewater service agreements finalized

May-June 2026: Construction begins

• Fall 2028: Project completed
