
North Slope Recreation Area recreational impact study
The review will consider the following:
- Existing public access and recreation, infrastructure protections, security and public safety.
- Suitable alternatives and best management practices that mitigate the impact of recreational activity and protect the community’s water supply and quality.
- Appropriate staff and resources to manage and monitor Springs Utilities’ watershed lands and reservoirs.
- Recommendations on public policy governing commercially guided activities* and permitting.
- Costs associated with managing recreation in the area.
At the conclusion of the planning and stakeholder engagement process, recommended operational changes will be reviewed by Springs Utilities leadership. A plan that includes policy recommendations will be presented to the Utilities Board and City Council for consideration and approval.

Review timeline
- A public stakeholder process begins June 2025.
- An interagency stakeholder process will take place Q2-Q3 of 2025.
- Conclusions and recommendations for consideration will be presented to the Utilities Board in late 2025/early 2026.

* A smaller study completed in 2023 identified commercial guided recreation models and best practices for their management to protect resources. The final discussion for this topic will be reviewed with other resulting policy questions that will be brought to Colorado Springs Utilities Board/City Council for consideration.

About the North Slope Recreation Area
The North Slope Recreation Area on Pikes Peak is home to three reservoirs essential to the city’s water supply system – North Catamount Reservoir, South Catamount Reservoir and Crystal Creek Reservoir.
As a city watershed land, the area is operated and maintained by Colorado Springs Utilities. Recreational uses within the The North Slope Recreation Area are managed by Pikes Peak America’s Mountain, an enterprise of the City of Colorado Springs. Those uses include:
- Fishing
- Non-motorized boating
- Hiking and cycling
The forested areas surrounding the North Slope Recreation Area are managed by U.S. Forest Service and Teller County.
Who is conducting the review?
OTAK (Denver, CO) has been contracted to develop and analyze watershed access and recreation alternatives.
The public stakeholder process will be facilitated by Springs Utilities’ public affairs staff.
What were the key findings of the 2023 commercial guided recreation study?
In-person conversations with recreation managers and advocates, as well as commercial outfitters who have been or would like to be permitted for commercial activities in the NSRA, were conducted. This group will be consulted again during the public stakeholder process.
Key findings included:
- The public values of the North Slope Recreation Area for its watershed and recreational uses.
- Public and user opinion is split about whether commercially guided activities affect the quality of the general public’s experience or should be allowed.
- If commercially guided activities are permitted, the public calls for the process to be managed fairly and for outfitters to help with staffing costs, litter cleanup, stewardship education and other amenities.
- The issue deserves more study within the context of a comprehensive use and policy review.
Will visitors to the recreation area be included in the survey?
Yes, plans are underway to include users in the most current survey.
Users/visitors to the area were surveyed in 2022 about their favorite destinations, types of recreational activities they seek, and their opinions about commercially guided activities in the North Slope Recreation Area.
Those results will also be considered in final recommendations.
Why is the review happening now?
Visitors to Pikes Peak and the North Slope Recreation Area continue to increase. It’s important that we adapt our management plan to balance community recreational opportunities with the need to protect critical infrastructure and preserve water quality for our customers.
The current South Catamount Dam Rehabilitation Project provides generous time to craft a comprehensive recreation plan that includes watershed and infrastructure protection, security and public safety concerns, and public access.
